工程项目建设参与方的独立性和他们之间的冲突以及工程项目建设的严格的阶段性被认为是工程项目建设效率低下的主要原因。在我国 ,工程项目建设严格遵循着一系列串行的步骤 ,建设步骤的严格阶段性会导致工程项目的延期和成本超支。针对这些问题 ,这篇论文提出了一个基于并行工程的项目采购方法 ,并且分析了这种方法的全过程、实施的组织结构和实施这种方法的益处。

The independence of all parties related to the construction project, the lack of communications and the conflict among them, and the fragmentation of construction project delivery process are deemed as the main reasons of the low efficiency of construction industry. In our country, construction projects are carried on by a series of serial steps rigidly, and the lack of integration of these steps can result in the delay of project and cost overrun. To solve these problems, this paper proposes a project delivery system based on concurrent engineering philosophy, the whole process of this system, the organizational structure carrying on this system and the benefits of it are analyzed.
