This paper gives a full detailed description to the capital construction system reform changing from state planning economy into market economy in Tianjin Port,illustrates the importance of improving the outer competitive mechanism of the construction enterprises and the internal competitive mechanism of the managers with examples,and shows his ideas to the existing problems in the tendering or bidding projects.
