In constructing open sea berths, the natural conditions shall be adverse and complicated. This paper, basedon sorne engineering cases, completely collected and analyzed the choice of construction program and the properties of ships and machinery, the determination of number of working days, the meteorology during operation ofworking boats and the limited values of sea conditions.
