本文对在港口基础设施建设项目中推行BOT方式，其特许权协议所应规定的内容和应考虑的问题进行了探讨。对研究制定适合我国国情的港口建设BOT方式及操作规范，有一定的参考意义。

This paper approaches the subject that should provide what contents and consider what problems in the agreement of chartered right when practising BOT form in port infrastructure construction. It has a certain reference value for studying and setting up port BOT form and standands fitting for Chinese situation.
