随着与国际接轨和企业自身发展的需要,设计企业开展工程总承包业务越来越普遍。同时由于设计任务繁忙,工程总承包管理对管理人员的要求又较高,人力资源紧张的矛盾普遍存在。对项目管理而言,如何在资源有限,甚至是缺乏的情况下去完成项目设定的目标是一个永恒的话题。在工程总承包项目管理中探索运用简单化管理不仅具有理论意义,更有实际意义。要达到简单化管理是困难的,但作为一个管理型部门应将简单化管理作为追求的目标,积极加以探索和运用,以提高工程总承包项目的管理效率。

To meet the requirements for being geared to the international standards and to meet the demand for self-develop-ment of an enterprise,it becomes more and more common for a design institution to execute EPC projects.However,as a de-sign institution is always busily occupied with its design tasks and an EPC project demands high qualifications of its managerial staff,the problem of strained human resources is existent everywhere.For project management,it is a constant topic how to reach the set goal for the completion of a project under the conditions with limited or lack of resources.It has not only the theo-retical but also the practical significances to explore and apply the simplified management during the execution of EPC projects.Though it is difficult to achieve the goal of simplified management,a management type institution should take simplified man-agement as its goal to pursue and shall explore and apply energetically the simplified management system to improve the man-agerial efficiency of EPC projects.
