Abstract：With the development of market economy in China and constantly improve，port &waterway engineering market
system and cost model are also in significant transformation process. The paper points out the cost of project，which is not adapt
the development of the port &waterway engineering at present，and puts forward some opinions and suggestions in need of
improvement，in order to seek the system and mode of port & waterway engineering cost management to suit for China's
characteristics. The traditional project cost should be timely adjusted and regulated.
