By introducing the concept of construction surveying benchmarking and regional reference ellipsoid, using the
best-fit of regional reference ellipsoid and construction level surface as conditions, by means of method of solving coordinate
transformation parameters, this paper presents a mathematically rigorous and integrate computation process. Based on this
process, it can solve the problem of conceptual confusion and uncertain computation results caused due to different methods
used previously to set up construction coordinate systems.
