This paper introduces the characteristics of the second area in the east of the first phase of Nangang industrial zone
in Tianjin，the improvement of the horizontal drainage system for the traditional vacuum preloading technology，and the
analyses of the results, efficiency and cost of the vacuum preloading technology after the improvment of the horizontal drainage
system. It is concluded that the effect of improvement with the improved technology is no less than the traditional vacuum
preloading consolidation effect，but the improved system saves more and have larger promotion value.
